Effective January 1, a significant change unfolded within California’s cannabis testing landscape. The Department of Cannabis Control (DCC) took decisive action by suspending the testing of popular cannabis flower products across the majority of previously certified testing laboratories. This bold measure was implemented to counter the prevalent issue of mislabeled products plaguing the industry.

Why Standardization Matters
Allegations of artificially inflated THC potency levels in cannabis products have long plagued California’s legal cannabis market. To combat this problem, the DCC introduced new stringent testing requirements specifically targeting cannabis flower, encompassing both bud and non-infused pre-rolls. This new standardization ensures that all licensed testing laboratories follow the same protocols and operating procedures for assessing cannabinoid levels in cannabis and cannabis-infused products.
While noncompliant labs still have the authority to test various other cannabis products like edibles and vape pens, until they demonstrate compliance with the updated standards, they are temporarily barred from conducting potency testing for flower products (which represent the most sought-after category in the legal cannabis market).
California state law mandates that all cannabis items undergo rigorous testing at certified labs to assess the presence of contaminants such as pesticides and to accurately measure THC potency—a primary intoxicant in cannabis. On packaging for cannabis flower, the THC potency is prominently displayed as a percentage, akin to the alcohol content labels on beer or wine bottles.
Overstated potencies can mislead customers, leading to premium prices for products labeled with higher THC content, creating an incentive for labs to inflate results.
The DCC’s heightened vigilance includes active retesting of products, with potential license revocations for labs found issuing inaccurate results.
